Aylor Replacement Project Update - June 18, 2019

Replacement Aylor Updated DrawingOn June 18, 2019, the School Board’s Buildings and Grounds Committee and the full Board received an update on the Robert E. Aylor Middle School Replacement Project from Ben Motley with RRMM Architects, Ron Mislowsky with Pennoni Associates and George Nash with Branch Builds.

Mr. Motley reminded the committee and School Board of the project schedule and budget noting that both are inflexible. Mr. Motley stated the total appropriation for the project is $45.5 million and he added that since his last presentation to the committee and School Board on March 19, 2019, the construction budget has been adjusted from $38 million to $38.7 million and the soft cost budget (land, design fees, surveys, tests, furniture and equipment, contingencies) has been adjusted from $7.5 million to $6.8 million. Mr. Motley added that the preliminary gross square footage (base requirements) for the school is 134,000 square feet (rounded) with an initial enrollment target of 700 students. Mr. Motley noted the school is being designed for a potential future enrollment capacity of 1,000 students.

Mr. Motley and Mr. Mislowsky reviewed the schematic designs for the site plan and the building and noted how the plans have been revised since the presentation to the committee and School Board in March. Mr. Motley also detailed add-alternates that would expand the physical education space and collaborative learning spaces in the school.

Mr. Nash stated Branch Builds is offering a guaranteed maximum price for construction of $38.7 million and that the soft cost budget of $6.8 million is workable. Mr. Nash stated the project timeline calls for site grading to begin in September with early foundation work beginning in the fall. Construction is scheduled to be completed in the summer of 2021.

Mr. Motley detailed the option of constructing a 12 classroom addition now or in the future. He stated the current construction cost of the 12 classroom addition is $2.71 million and would total 13,100 square feet. The addition would increase the student capacity from about 728 students to 1,016 students (based on FCPS standards). The capacity of the building based on Virginia Department of Education standards is 752 and would increase to 1,049 if the 12 classroom addition were constructed.

Following the presentation, Assistant Superintendent for Administration Al Orndorff reviewed the First Amendment to Standard Form of Agreement between the Frederick County School Board and Branch Builds, Inc. Dr. Orndorff noted the amendment changes the scope of the project and increases the guaranteed maximum price from $38,000,000 to $38,700,000 in order to obtain better levels of project finishes and sustainability from the project manager. The School Board approved the agreement on a 7-0 vote.

Dr. Orndorff reviewed a resolution with the Board seeking a supplemental appropriation for the Robert E. Aylor Middle School replacement project in the amount of $3,200,000. Dr. Orndorff noted the additional funds would be used for the 12 classroom addition at the school known as add-alternate 1. The School Board approved the agreement on a 6-1 vote.
